PARIS — France declared a state of emergency on the Pacific archipelago of New Caledonia, the federal government mentioned Wednesday, after a police officer and three different individuals had been killed in riots over electoral reform.
The violence — the worst in a long time — is the newest flash level in long-running tensions over France’s function in New Caledonia, a French abroad territory positioned tons of of miles off Australia’s japanese coast.
